SPRING Association is dedicated to safeguarding the rights of people with disabilities and enabling them to live full, integrated lives. We aspire to build the largest nationwide and international network for people with disabilities, a mission we have already made significant strides in achieving. Moving forward, we remain committed to expanding our impact and ensuring continued progress.  

My vision is clear: I envision Pakistan as a leader in disability inclusion and accessibility, where every individual, regardless of ability, is empowered to thrive. We may face physical challenges, but through resilience and determination, we can transform these challenges into strengths that enable us to navigate the world with confidence.

I am committed to utilizing my fullest capabilities to ensure that the disabled community receives the training, education, and social support needed to assert their rights and access the opportunities they deserve. Together, we will strive for a society where every person with a disability can live with dignity, security, and equal access to facilities and privileges.   1. Sign Language Interpreters: Equipping police stations with sign language interpreters to bridge communication gaps for the deaf and hard of hearing, ensuring equal access to justice.
  2. Informative Videos: Developing informative videos in sign language to educate individuals with disabilities on basic police procedures and rights, empowering them in interactions with law enforcement.

Enhancing Accessible Policing: Bridging Communication Gaps

  1. Sign Language Interpreters

SPRING has spearheaded the installation of sign language interpreters in police stations nationwide. This groundbreaking initiative ensures effective communication and removes barriers for the deaf and hard of hearing, thereby guaranteeing equitable access to justice.

  • Informative Videos

In a commitment to empower individuals with disabilities, SPRING has launched a series of informative videos in sign language. These educational resources explain essential police procedures and rights, equipping the disabled community to navigate interactions with law enforcement confidently and independently.

  • Rehabilitation Services for War Wounded Police Personnel:

SPRING extends rehabilitation services to police personnel injured in the line of duty.

  • Provision of medical treatment and support to enhance the well-being of war-wounded officers.
  • Online Complaint Portals through WhatsApp for Hearing Impaired Individuals
  • Enabling a seamless and accessible channel for individuals with hearing disabilities to report incidents and seek assistance.

4. Gender-Specific Training:

  • Provide specialized training programs that address the unique challenges and skills required for female officers.
  • Trainings organized for the female police officers specifically women with disabilities their special issues, needs and counselling sessions.

SPRING & Punjab Traffic Police:

In a pioneering move towards enhancing road safety and accessibility, SPRING collaborated with the Punjab Traffic Police to raise awareness and address the needs of individuals with hearing impairments. Recognizing the unique challenges faced by this community in navigating traffic environments, SPRING embarked on a sensitization campaign aimed at fostering greater understanding and support among law enforcement officials.

As part of this initiative, SPRING worked closely with the Punjab Traffic Police to introduce special measures designed to enhance the safety and visibility of individuals with hearing impairments.

One such measure included the assignment of a distinct orange light on vehicles belonging to

individuals with hearing impairments, serving as a visual indicator to alert other road users and law enforcement personnel to their presence on the road.

Additionally, SPRING facilitated the distribution of specially designed stickers for vehicles owned by individuals with hearing impairments. These stickers not only served as a means of identification but also conveyed a powerful message of inclusion and support for this community.

A fruitful meeting with RPO Rawalpindi

Through targeted awareness-raising workshops, training sessions, and community outreach initiatives, SPRING and the Punjab Traffic Police endeavored to foster a culture of empathy, understanding, and inclusion on the roads of Punjab. By sensitizing law enforcement officials and equipping them with the knowledge and tools needed to effectively interact with individuals with hearing impairments, we aimed to create safer and more accessible roadways for all.

As we continue on this journey towards greater inclusivity and accessibility, SPRING remains committed to working hand in hand with stakeholders across society to champion the rights and dignity of individuals with disabilities. Together, we can build a future where every individual, regardless of ability, can travel with confidence, dignity, and respect.  SPRING’s impactful initiatives in 2023 have brought about a significant transformation in Pakistan’s policing landscape. By prioritizing inclusivity, SPRING has not only bridged communication gaps but also empowered individuals with disabilities to actively participate in the legal and law enforcement processes. These initiatives mark a crucial step towards a more inclusive and just society, setting a precedent for future developments in policing practices in Pakistan.

The biggest issue of transportation is inaccessibility for the persons with special abilities that create barriers in their day-to-day life. In Pakistan there was no railway station that was accessible before this initiative. SPRING in collaboration with the Railway Ministry successfully installed ramps, portable ramps, and accessible washrooms for male and female, and also made accessible waiting areas for special persons.

Spring has similarly established disability help button, with the help of which passenger with any disability can receive all sorts of assistance from station who are being trained and staff sensitized for 15 days. SPRING has likewise made the ticket counters by reducing the length of desk at counters.

Portable Ramp and Accessible Waiting Area of Railways

Spring has undertaken a groundbreaking initiative by introducing online ticket booking for the first time in Pakistan’s history. This move liberates persons with disabilities (PWDs) from enduring hours-long queues for tickets, offering them the convenience of booking tickets online.

Additionally, Spring has made significant strides in enhancing accessibility for PWDs at railway stations. This includes ensuring accessible facilities such as washrooms and waiting area.

Furthermore, Spring has established partnerships with technology firms to develop an intuitive and user-friendly mobile application. This app features accessibility features such as voice-guided navigation and text-to-speech capabilities for persons with disabilities.

Women Empowerment

In the vibrant tapestry of our migration project, SPRING has woven a narrative of empowerment and enlightenment, touching the lives of over 1500 individuals from esteemed institutions including FIA, Punjab Police, Women Police, and Fatima Jinnah Women University. With each interaction, we embarked on a journey to amplify the voices of women in migration decisions, recognizing their pivotal role in shaping the narratives of tomorrow.

Central to our mission was the dissemination of knowledge, shedding light on the perils of illegal and irregular migration. Through workshops, seminars, and engaging sessions,

we illuminated the pathways fraught with danger,    arming participants      with      the understanding       needed              to navigate            the complexities of migration with wisdom and caution.

At the heart of our endeavor lay the recognition of women as agents of change, their decisions wielding profound influence in the dynamics of          migration.         Through collaborative efforts, we instilled a sense of agency, empowering women to assert their voices and contribute meaningfully to the discourse surrounding migration. As we reflect on the journey traversed, we do so with a profound sense of pride, knowing

Employment of People with Disabilities

SPRING is renowned for making the history of progress and inclusion, as well as for its commitment to promoting the rights and opportunities of people with disabilities. SPRING has achieved a major milestone by securing 1,000 appointments within the government sector employment quota for persons with disabilities through its unwavering commitment. More than just surpassing our initial target, this achievement symbolizes Pakistan’s great leap towards equal opportunity and inclusiveness.  

However, it goes beyond figures because this initiative resonates throughout society, shaping our communities with exceptional abilities and perspectives from disabled individuals. When they are assimilated into the workforce, we do not only make use of their capabilities but also engender empathy, comprehension and respect.

However; we have a long way to go yet. Therefore, SPRING will continue its advocacy work without fatigue in order to ensure that all these rights and dreams of disabled persons are protected and respected in each area of life.

In a groundbreaking stride towards inclusivity and empowerment, SPRING catalyzed a revolution in Pakistani Para-sports with its inaugural grassroots’ divisional tournament. This landmark event not only celebrated diversity but also laid the foundation for a more inclusive sporting landscape, where abilities triumph over limitations.

Amidst the vibrant atmosphere of the Rawalpindi Stadium, around 100 individuals with disabilities showcased their prowess and determination across a spectrum of Para games. From wheelchair basketball to athletics, each participant exemplified the indomitable spirit that knows no bounds.  

What made this event truly remarkable was its status as the first of its kind in the region. Prior to this initiative, the voices and talents of people with disabilities remained unheard and untapped in the realm of sports. However, with SPRING’s visionary leadership, barriers were shattered, and opportunities flourished.

Adding to the significance of the occasion, the esteemed Rawalpindi Commissioner graced the event as the Chief Guest, symbolizing the official recognition and support extended towards Parasports and the athletes who embody its essence.

As the cheers echoed and spirits soared, the tournament served as more than just a sporting spectacle. It was a testament to the resilience and tenacity of the human spirit, transcending physical limitations and societal barriers.

International War Wounded Day

In a groundbreaking initiative, SPRING has partnered with the Pakistan Armed Forces to commemorate International War Wounded Day 7th October, marking a significant global first.

This collaboration aims to honor the immense sacrifices of war veterans while raising awareness about their ongoing rehabilitation needs. To underscore the importance of this event, Chairman Raja Imran visited the Armed Forces Institute of Rehabilitation Medicine (AFIRM) to assess the quality of rehabilitation services provided by the institute. His visit highlighted the dedication to improving the lives of those who have given so much for their country.    

Event was graced by the presence of the Chairman of the Pakistan Cricket Board (PCB) and various stakeholders, all of whom paid heartfelt tributes to the war-wounded heroes. Their participation  underscored the importance of supporting and honoring the brave individuals who have sustained injuries in the line of duty. The day was a significant milestone in fostering a greater appreciation and understanding of the challenges faced by war veterans, and it highlighted the collective effort to ensure their well-being and reintegration into society.

Cultural Sports of Pakistan

Tent pegging, a traditional equestrian sport, is more than just a thrilling display of horsemanship; it is a cultural event that brings communities together, celebrating heritage and skill. Recently, the Spring Association was invited as a guest to one such event, where the chairman, Raja Imran, not only participated but also set a remarkable example. Despite his disability, Raja Imran demonstrated extraordinary determination and skill, showcasing that physical limitations are often surmountable barriers when one has the will to succeed. His participation highlighted the inclusive spirit of the sport and inspired many by proving that courage and perseverance can overcome any obstacle.

Raja Imran’s participation in the event emphasized that disability is predominantly a mindset. His fearless approach underscored the importance of self-belief in overcoming physical challenges. By pushing boundaries, he showed that with determination, one can transcend perceived limitations. The event celebrated tent pegging while inspiring others to rethink their constraints and pursue their aspirations with renewed resolve.

Pakistan’s Disability Discount Travelling Card (PDDTC)

At the core of this pioneering effort lies one simple yet farreaching idea: providing concrete support and validation for those who frequently encounter obstacles when trying to access essential services. Once an individual with disability has acquired Pakistan Disability Discount Traveling Card, he or she opens up new horizons where transportation ceases to be

merely means of going from point A to point B but becomes a key to independence and inclusiveness.

By partnering with private bus operators, Government of Punjab and Pakistan Railways, SPRING ensures that cardholders get discounted fares by 50%, thereby making travel more affordable and accessible than ever before. This discount card is a source of hope and empowerment for disabled persons all over Pakistan whether they are going on a long journey or commuting on a daily basis.

Networks

1. Older People Rights Network (OPRN)

SPRING is proud to announce its membership with HelpAge, a national network that seeks to protect the rights and well-being of senior citizens, as testament to the organization’s commitment to holistic advocacy and inclusivity. This pioneering initiative has been co-founded by SPRING and HelpAge in order to respond to the special needs of older individuals and act as advocates for their rights all over Pakistan.

Through this collective effort, The Older People’s Rights Network (OPRN) became operational. OPRN thus brings different actors together such as government agencies, NGOs, universities and older people themselves so that their voices can be heard effectively for change at local, national and international levels.

The essence of OPRN rests on dignity, respect and solidarity because it recognizes that the rights of older persons are inherent in a fair society. SPRING- HelpAge comprise research work, policy advocacy mechanisms capacity building activities and community mobilization aimed at promoting the rights of older people so as they can live dignified lives free from want.

2. Disability Youth Network

The Pakistan Disability Youth Network (PDYN) is a collaborative platform dedicated to empowering young individuals with disabilities across the nation. This network brings together various organizations, activists, and stakeholders to promote inclusivity, advocacy, and opportunities for disabled youth. By fostering a supportive community and facilitating access to resources, PDYN aims to break down barriers and ensure that young people with disabilities can lead fulfilling lives. The network focuses on education, employment, and social integration, advocating for policies that uphold the rights and dignity of disabled individuals. Through its initiatives, PDYN strives to create a society where everyone, regardless of physical or mental challenges, can contribute meaningfully and achieve their potential.

One of the prominent members of PDYN is the Spring Association, which plays a crucial role in empowering youth with disabilities in various aspects of life.  By leveraging the network’s resources, the Spring Association helps individuals build skills, gain confidence, and pursue their aspirations. The collaboration between the Spring Association and PDYN exemplifies a concerted effort to foster inclusivity and drive positive change, highlighting the importance of collective action in empowering the disabled community. 

3. CBIDN Network

The Community-Based Inclusive Development Network (CBIDN) is a collaborative platform that brings together various organizations dedicated to enhancing the lives of persons with disabilities. CBIDN aims to foster inclusive development by promoting policies and practices that ensure equal opportunities and accessibility for all.  

The Spring Association is a proud member of CBIDN, actively contributing to the network’s goals. On this platform, Spring Association works collaboratively on policy-making initiatives that impact persons with disabilities. By leveraging the collective expertise and resources of CBIDN, Spring Association plays a crucial role in advocating for inclusive policies that address the unique needs of disabled individuals.

4.Divisional Focal Person Network

The Divisional Focal Persons Network (DFPN) is a coordinated platform that brings together key stakeholders at the divisional level to enhance the implementation of governmental policies for persons with disabilities. This network comprises representatives from various sectors, including governmental bodies, non-governmental organizations, and community groups, who work collaboratively to address the unique needs of disabled individuals. The DFPN aims to ensure that policies are effectively translated into actionable plans that improve the quality of life for persons with disabilities. By fostering collaboration and communication among different entities, the network plays a pivotal role in bridging gaps, advocating for rights, and promoting inclusive practices within communities.

The Spring Association is an active member of the Divisional Focal Persons Network, contributing significantly to the joint efforts in implementing governmental policies for persons with disabilities.  Spring association collaborates closely with other network members to develop and execute programs that align with governmental directives, aiming to enhance accessibility, education, healthcare, and employment opportunities for disabled persons. This partnership underscores the importance of collective action and shared responsibility in creating an inclusive society where all individuals can thrive.

5. Women Entrepreneur Network

The Women Entrepreneur Network (WEN) is a dynamic platform designed to empower and connect women entrepreneurs across various industries. It provides resources, mentorship, and networking opportunities to help women grow their businesses and achieve their professional goals.

The Spring Association, as a member of WEN, actively collaborates on initiatives that support and empower women with disabilities.  Through joint efforts, Spring and WEN work to create awareness, provide training, and develop programs that empower women with disabilities to participate fully in the economy.  

Social Entrepreneurship initiatives and People with disabilities

One of the prominent personalities in the area of social entrepreneurship, Raja Imran Hussain has attained a landmark this year when the government of the country has included his name in the list of its candidates for international training for Social Entrepreneurship to Lao PDR. This training has been sponsored by the Asian Productivity Organization (APO), and particular emphasis is made on successful social entrepreneurship ventures, focusing on the employment of people with disabilities.

Raja Imran Hussain presented many creative solutions throughout the program, which evoked a positive reception and incorporation by: representatives of different countries, to enhance production efficiency and bring a positive impact on the consumption of resources. His work has positively helped  in defining the discourse on inclusive entrepreneurship for the people of the world. Moreover, as he was able to attend so many sites during the training, he was also able to experience firsthand entrepreneurs themselves while back home it will improve his work in strengthening social entrepreneurship and inclusiveness. 

Spring’s Contribution in Sports and Culture

Spring Association plays a pivotal role as a partner of the Prime Sports Academy, dedicated to nurturing sports and cultural activities both nationally and internationally. This collaboration               underscores     their               commitment   to promoting athletic excellence and cultural exchange through various initiatives. By leveraging their combined expertise and resources, Spring Association and Prime Sports Academy aim to create opportunities for aspiring athletes to excel on a global stage while fostering mutual understanding and respect across different cultures.

 but also to enrich the cultural fabric by celebrating diversity and unity through sports.

Chairman Raja Imran Hussain continues to expand his influence in the realm of sports, assuming the prestigious role of Brand Ambassador for the Mirpur Royals Cricket Team. His appointment not only reflects his profound passion for cricket but also underscores his unwavering dedication to promoting the team’s values and achievements. As a prominent figure in both business and sports, Hussain’s ambassadorship serves as a beacon of inspiration for young athletes and fans alike, urging them to strive for excellence both on and off the field. 

Inclusive Electoral System of Pakistan

❖ ECP (Election Commission of Pakistan)

The Spring Association and the Election Commission of Pakistan (ECP) have forged a robust partnership to foster inclusive elections in Pakistan, emphasizing the active participation of people with disabilities (PWDs) in the electoral process. As an active member of the ECP’s Social Inclusion Wing, the Spring Association plays a pivotal role in crafting, advocating, and implementing policies that ensure electoral accessibility and inclusivity. Together, work on developing comprehensive strategies to remove barriers faced by PWDs, ensuring that electoral procedures are not only inclusive but also accommodating to the diverse needs of all citizens. This collaboration has led to significant strides in policy development, awareness campaigns, and practical measures aimed at empowering PWDs to fully engage in Pakistan’s democratic processes.

The active participation of people with disabilities in Pakistan’s electoral system is a critical focus of the collaborative efforts between the Spring Association and the ECP. This partnership has implemented various initiatives to enhance the accessibility of polling stations, provide voter education tailored to PWDs, and ensure that electoral materials are available in accessible formats. By promoting policies that support the inclusion of PWDs, they strive to create an electoral environment where every citizen, regardless of physical or cognitive limitations, can exercise their right to vote with dignity and independence. This joint      endeavor               not        only               strengthens               the democratic framework of Pakistan but also champions the rights and inclusion of people with disabilities in the broader societal context.

Raja Imran Hussain, Pakistan’s First Person with Disability Contested in Election 2024

Disability activist Raja Imran Hussain (Chairman Spring Association) is known as the first candidate with a disabled ability to participate in the Pakistan General Election and has become one of the most recognizable faces of inclusion democracy. It shed light on the sharp inadequacies that exist in the Pakistani electoral system with reference to discrimination that persons with disabilities suffer and unequal treatment they receive. During the campaign, Chairman Raja Imran bravely laid focus on regular barriers that prevent voting spiritually from being fair and inclusive for everyone, and how change is needed to allow voters with disabilities equal opportunity.

Anti-inequality sentiment seems to be the predetermining factor of Chairman’s journey into politics due to firsthand experience of witnessing the exclusion and prejudice entrenched within the politics of Pakistan. He emphasized that persons with disabilities deny their electoral rights and again, ignorance and non-recognition prevailed as exclusion           and       stigma continued.        His campaign          was       two pronged: not only was he seeking a seat in the political parties but he also used the opportunity to give a voice to minorities and marginalized communities who often find themselves       excluded from     the electoral process because they do not possess the right to vote.

European Union had observed Hussain’s activism and they offered him a chance and         interviewed     him       during the assessment of Pakistani election of 2024. Their report supported some of the revelations he was to make on how there

is a flawed environment within the electoral framework for addressing the issues of persons with disability. Raja Imran Hussain’s critique included aspects such as: increased mobility for disabled voters, availability of polling stations, and prejudicial stand that political parties took about the disabled voter and candidate. That twenty-five-year interaction with international election observers and their reports helped to nurture a more extensive discursive practice on the subject

of electoral reform and that democracy in Pakistan, in particular, must be considered as inherently and therefore unavoidably plural as well.

With countless examples of his work, Raja Imran Hussain is setting the pace in Pakistan’s political arena and encourages the implementation of transformative policies that bring out simple representative values such as equity and human rights. Through this he has triggered constructive discussions regarding disability within the democratic process, banning and calling on those who make developmental policies to factor the disabled into the political process to enable them to fully and effectively and actively exercise the civic duty of electing their leaders and being elected by fellow eligible citizens into various political leadership positions. Looking from the complex perspective of political activism and electoral campaign, Raja Imran Hussain remains a symbol of perseverance and tenacity that has only one goal place Pakistan for every single Pakistani.

Inclusive Education & Health / Rehabilitation System

The Spring Association has partnered with the Prime Institute of Health Sciences to provide a significant educational concession for persons with disabilities, particularly focusing on women with disabilities. This initiative offers a 50% reduction in tuition fees, making education more accessible and affordable for these individuals. By alleviating financial burdens, the collaboration aims to empower persons with disabilities through education, promoting inclusivity and equal opportunities in the academic sphere.

In addition to the educational concessions, this collaboration extends to providing comprehensive rehabilitation services. Partnering with Cantonment Hospital Rawalpindi, the initiative ensures that individuals with disabilities receive the necessary medical and therapeutic support. These services are crucial for enhancing their quality of life, enabling them to lead more independent and fulfilling lives. The combined efforts of the Spring Association, the Prime Institute of Health Sciences, and Cantonment Hospital Rawalpindi demonstrate a holistic approach to supporting persons with disabilities, addressing both their educational and healthcare needs.

Overall, this collaborative effort represents a significant step towards inclusivity and empowerment for persons with disabilities. By providing financial support for education and essential rehabilitation services, the initiative helps break down barriers and fosters a more inclusive society. The partnership between the Spring Association, the Prime Institute of Health Sciences, and Cantonment Hospital Rawalpindi serves as a model for how organizations can work together to create meaningful change and support marginalized communities.

Training & consultancies

  • Meta Training

Spring attended a comprehensive Facebook Meta training focused on Cyber Security and Misinformation. During this training, the international team from Facebook Meta provided in-depth insights into the mechanisms of cyber-attacks and the spread of misinformation. Participants learned how cyber attackers exploit vulnerabilities to infiltrate systems and disseminate false information, often targeting community pages to sow discord and confusion. The training highlighted strategies for identifying and mitigating these threats, emphasizing the importance of vigilance and proactive measures to protect online communities from such malicious activities.

  • Capacity Building Training of CSOs.

Spring recently attended a capacity-building training program for Civil Society Organizations (CSOs) organized by the European Union (EU). This training aimed to enhance the skills and competencies of CSOs in areas such as project management, advocacy, financial management, and strategic planning. Participants engaged in interactive workshops and received valuable insights from experienced trainers, enabling them to effectively address social issues and contribute to community development.
